Hockey Victoria's Officiating Committee; the body responsibsle for overseeing the development and appointment of Umpires and Technical Officials within Victoria.
To provide quality service in all matters pertaining to umpires and umpiring in Victoria.
Objectives
» To administer the rules of the game of hockey as provided for by Hockey Australia and / or Hockey Victoria.
» To encourage and assist the various Umpires’ Committees belonging to Hockey Victoria and affiliated with Hockey Australia.
» To manage the education and training of Hockey Victoria umpires.
» To appoint umpires to any match under the control of Hockey Victoria.
» To work in conjunction with Hockey Victoria Development Manager to establish links with Hockey Victoria programs and procedures.
» To contribute to the strategic planning of umpire development within Victoria.
Structure – Management Overview
A management committee, comprising of the following members, shall oversee the activities of the council:
» Chairperson
» Secretary
» Chairperson of Grading and Coaching
» Appointments Committees Chairpersons x 2.
» Junior Umpire Development Officer
The Hockey Victoria Development Manager shall be included as an official member and invited to attend meetings as required.
All members of the above Management Committee shall be elected at an Annual General Meeting.
Committees
Four sub-committees shall manage four areas of officiating development. These are:
» Grading and Coaching Committee (6 members)
This committee shall be responsible for the management of umpire field tests, organising the delivery dates of N.O.A.S courses and grading.
» Appointments Committees x 2 (Men’s competitions, Women’s Competitions) (3 members each)
These committees shall be responsible for the appointment of umpires for all Hockey Victoria senior competitions.
» Junior Umpire Development Committee (5 members)
This committee shall be responsible for all matters pertaining to junior umpires and umpiring in Victoria and work in conjunction with the other two committees to ensure seamless transition processes form junior to senior umpiring.
» Technical Committee (5 Members)
This committee shall be responsible for the appointment of Technical Officials to all HV events, and to organise TO courses throughout the year.
Members
» Members of the council shall be all officials who undertake Hockey Victoria umpiring commitments.
» All members shall contribute a membership levy on an annual basis. Levy to be determined by the Management Committee.
» Senior membership levy, $25.00. U/18 membership $5.00.
Overview
The above structure aims to:
» Encourage umpire recruitment by the provision of development support and pathways. Regular workshops and links with Officiating Victoria.
» Increase the number of accredited umpires by strategically targeting the delivery of courses towards the needs of members i.e. intro to umpiring courses yr 1.
» Strategically target the delivery of services to regional areas to reduce travel cost and time.
» Provide pathways and links with Hockey Victoria development programs i.e. junior and senior state teams. Identify suitable umpire candidates to officiate at selection trials etc. Nominate suitable candidates for national accreditation schemes.
» Provide pathways for umpires by formal links between junior and senior umpire committees and the nomination of suitable candidates for the transition from junior to senior umpiring.
» Provide match feedback and support via a mentor program targeting varying skill levels.
» Provide role models via mentor support to encourage and nurture skill development.
» Develop a consistent approach to education and training across junior and senior competition.
» Develop umpiring strategic plan in conjunction with Hockey Victoria, to ensure the longevity of umpire programs and the provision of quality service.
