Player Permits

Any HV Competition Affiliate that wishes to play a player who would otherwise be ineligible to play in any match, may only field that player in that match when an application for a playing permit has been approved by Hockey Victoria.

HV considers that the Rules and Regulations allow all Affiliates greater scope to select and manage playing lists. As such Playing Permits will only be issued in exceptional circumstances. Furthermore the disadvantage to opposing teams in the granting of such a permit shall be a major consideration, particularly in respect to Finals Matches.



1. ELITE TEAM SUBSTITUTE PERMITS:

An approved Permit Application is required for all Elite Team Substitute players.


2. GOALKEEPER PERMITS:

Information regarding the"Goalkeeper Permit" trial for winter season matches for the open-age and over-age competitons has previously been forwarded to all Affiliates.

The GK permit now allows an opportunity for a club to apply for a "retrospective" goalkeeper permit.

Playing Permits that would otherwise allow an ineligible player to take part in a match shall be automatically cancelled if the player receiving the permit plays in an equal or higher graded match before the expiry of the Playing Permit.


3. FINALS SERIES PERMIT:

Hockey Victoria will also consider the following type of permit applications for finals:

(a)  Consecutive Team Permits
A "Consecutive Team Permit" will be considered when a club has consecutive teams playing the same finals round. The granting of a "Consecutive Team Permit" allows a player that has not qualified for "that" grade to play for that week in that grade. To be eligible for consideration for this type of permit a player must have played a minimum of 6 matches (33%) during the Regular Rounds of the season in that team or team from a lower grade.  

This type of permit would be valid for one week only. If required the following week another application should be lodged.  

The player who is granted a Consecutive Team Permit is ineligible to "DS" into a higher grade team.  

(b)  Conditional Goalkeeper Permit
A "Conditional Goalkeeper Permit" is for Goalkeepers to act as a reserve goalkeeper in a higher grade. This player may not enter the field of play during the match unless they are substituting for the higher graded goalkeeper, who in the opinion of the umpire, has either sustained an injury requiring off field medical attention, or is in contravention of the guidelines on bleeding contained in the Schedule.  The substitution is only valid for the period of time until the higher graded goalkeeper is able to resume his.her part in the game. If the higher graded goalkeeper is temporarily or permanently suspended, this player is not able to take the field under these permit conditions.  

This type of permit would be valid for one week only. If required the following week another application should be lodged.


4. APPLYING FOR A PLAYER PERMIT

The HV Winter Competition Permit Application form should be used for all Permit Applications including:

1. Elite Team Substitute Applications
2. Goalkeeper Permit Applications
3. Regular Rounds Winter Season Applications
4. Finals Series Winter Season Applications

Please refer attached document below for a copy of the Permit Application Form (for all types of player permits - including an Elite Team Substitute Permits, Goalkeeper Permits and Finals Series Permits).

Completed forms must be received by Hockey Victoria at least one (1) business day prior to the match for which the permit is sought.


2010 FINALS PERMITS - PLEASE NOTE:

1. All Underage and Openage Finals - All permit applications must be received prior to close of business on the Thursday prior to each weekend's matches.

2. All Veterans Finals- All permit applications must be received prior to close of business on the Friday prior to the Monday match.

3. All Supervets finals - all permit applications must be received prior to close of business on the Tuesday prior to the match.

LATE PERMITS WILL NOT BE PROCESSED.

Due to the large numbers of applications, Hockey Victoria will not be sending out individual emails advising the outcome of each permit. Instead HV will publish a list of all Permit Applications, which will be updated as permits are received and processed.

Some permits may be approved with certain conditions. In these instances a separate email will be sent to the affiliate, the permit applicant and the opposition affiliate outlining those conditions.
